January 10, 2007 Council Meeting Minutes

                    The board of Council for the City of Central City, Kentucky met in regular session with Mayor Jerry L. Mitchell presiding.
                    City Attorney Russell L. Croley was present.

                PRAYER:  David Richey

                COUNCIL MEMBERS PRESENT:  George Caskey, Elizabeth Ann Gentry, Mike Jenkins, Jim Koper, Jerry Mitchell, Joe Glenn Mitchell,
                David Richey, and Barry Shaver

                COUNCIL MEMBERS ABSENT:  None

                MINUTES: 
                December 13, 2006 Regular Meeting Minutes
                A motion to accept the regular meeting minutes was made by Barry Shaver and was seconded by Mike Jenkins.
                Unanimous "aye" motion carried.
                   
                 CORRESPONDENCE:  None

                 FINANCIAL REPORT: 
                 A motion to accept the December Financial Report was made by David Richey and was seconded by Mike Jenkins.
                 Unanimous "aye" motion carried.

                 JANUARY BILLS TO BE PAID:
                 A motion to accept the January Bills was made by George Caskey and was seconded by Brent Moore.
                Unanimous "aye" motion carried.

                ADDITIONS/DELETIONS:
                 KRS 83A.130 was added as item #1A, discussion of the swimming pool was added as item #1B, and discussion of a no smoking
                 ordinance was added as item #1C to the agenda under new business.

                AGENDA:
                A motion to adopt the agenda as amended was made by Elizabeth Ann Gentry and was seconded by David Richey.
                Unanimous "aye" motion carried.

                COMMITTEE REPORT:
                1)  BUILDING INSPECTOR - There were no permits issued to the City.

                2)  SKATEBOARD PARK - David Rhoades gave an update on the requirements needed for a skateboard park in the City.
                He stated that an exact location must be determined before the grant application can be processed, and a quote from KLC
                (Kentucky League of Cities) requiring no increase in premium with a ramp under three feet.  David Richey suggested that we use
                the City Park as a proposed location for the skateboard park.

                OLD BUSINESS: None

               NEW BUSINESS:
               1) Municipal Order #2007-01, A Municipal Order Appointing a Mayor Pro-Tem Pursuant to KRS 83A.130 And City
                Ordinance KOC #210.5
                   
City Attorney Russ Croley read Municipal Order #2007-01. David Richey made a motion to accept Municipal Order #2007-01
                   and was seconded by Barry Shaver.  Unanimous "aye", motion carried.

               1A)  KRS 83A.130 - Powers & Duties of The Mayor & Council
                   
City Attorney Russ Croley passed out a copy of KRS 83A.130 to the Council members to familiarize them with their positions.

               1B)  Discussion Of The Swimming Pool
                   The City of Central City swimming pool is in dire need of repairs. After this summer, the city may have to close it down.
                   The council touch base on the proposed Wellness Center as a possible alternative replacement for the city pool. David Richey
                   and Freddie Mayes are planning a meeting to discuss further plans on this matter.

               1C)  Discussion Of A No Smoking Ordinance
                  
Councilman David Richey asked the Council if they had been approached by any of the citizens of Central City about a no smoking
                   ordinance in restaurants. The other Council members said that they had not been addressed on this issue.

               2)  Discussion Of Band Room & Blue Room
                   Councilmen Barry Shaver and Joe Glenn Mitchell volunteered to look at the two rooms to see if and what could be done to repair them.

               3)  State Of The City Address - Mayor Jerry L. Mitchell

             There being no further business, David Richey made a motion to adjourn.  Jim Koper seconded the motion.
             Unanimous "aye" motion carried.
