February 14, 2007 Council Meeting Minutes

           

The Board of Council for the City of Central City, Kentucky met in regular session with Mayor Jerry L. Mitchell presiding. City Attorney Russell L. Croley was present.

PRAYER:  David Richey

COUNCIL MEMBERS PRESENT:  George Caskey, Elizabeth Ann Gentry, Mike Jenkins, Jim Koper, Joe Glenn Mitchell, Brent Moore, David Richey, and Barry Shaver

COUNCIL MEMBERS ABSENT:  None

MINUTES: 
January 10, 2007 Regular Meeting Minutes
A motion to accept the regular meeting minutes was made by Jim Koper and was seconded by George Caskey.  Unanimous "aye", motion carried.

CORRESPONDENCE:
1) The Greater Muhlenberg Chamber of Commerce wrote a letter offering their services to video tape the Council meetings.

2)  Dale Todd wrote a letter of appreciation to the City of Central City and the Central City Police Department for working with Homeland Security
     and for the traffic control at the area schools.

FINANCIAL REPORT: 
A motion to accept the January Financial Report was made by David Richey and was seconded by George Caskey.  Unanimous "aye", motion carried.

FEBRUARY BILLS TO BE PAID:
A motion to accept the February Bills was made by Mike Jenkins and was seconded by Jim Koper.  Unanimous "aye", motion carried.

ADDITIONS/DELETIONS:  None

AGENDA:
A motion to adopt the agenda was made by David Richey and was seconded by Joe Glenn Mitchell.  Unanimous "aye", motion carried.

COMMITTEE REPORT:
1)  BUILDING INSPECTOR - There were 3 permits issued with a $68.40 rebate to the City.

OLD BUSINESS: None

NEW BUSINESS:
1) Resolution #2007-01, Resolution Expressing Support For The Elizabethtown Airport Board
 
City Attorney Russ Croley read Resolution #2007-01. George Caskey made a motion to accept Resolution #2007-01 and was seconded by Elizabeth Ann Gentry.
  Unanimous "aye", motion carried.

2)  Municipal Order #2007-02, Approving Razing Of A City Owned Structure And Approving Interlocal Agreement Relating To The Same
 
City Attorney Russ Croley read Municipal Order #2007-02. David Richey made a motion to accept Municipal Order #2007-02
  and was seconded by Barry Shaver. Unanimous "aye", motion carried.

3)  Interlocal Cooperative Agreement Between Muhlenberg County And The City Pursuant To KRS 67.083 (3)(a),(c),(i), and (q)
 
The Interlocal Agreement between the City and the County will consist of the County aiding the City with the demoliton of the
  Central City High School at 310 Golden Tide Ave.

4)  Municipal Order #2007-03,  A Municipal Order Declaring Certain Property Owned By The city of Central City As surplus And Authorizing
     Its Disposal
     
City Attorney Russ Croley read Municipal Order #2007-03. Mike Jenkins made a motion to accept Municipal Order #2007-03 and was seconded
      by Joe Glenn Mitchell. Unanimous "aye", motion carried.

5)  Municipal Order #2007-04, A Municipal Order Authorizing Application For Assistance To The Governor's Office For Local Development
      
City Attorney Russ Croley read Municipal Order #2007-04. David Richey made a motion to accept Municipal Order #2007-04 and was seconded
       by Brent Moore. Unanimous "aye", motion carried.

6)  Humane Society
       The Humane Society addressed the City council in hopes of obtaining funding, either by donation or through a monthly contribution. The Board explained
       they were under new management and is hoping to make changes. Monty Dennie, Mike Drake, and Joh King were present and stated they had addressed
       the Fiscal Court and the City of Greenville about their lack of funding. Without the financial support, the Humane Society Board says they will be forced to
       close their doors. David Richey made a motion to table this discussion until next meeting and was seconded by Jim Koper. Mayor Mitchell appointed Jim
       Koper and David Richey to meet with the Humane Society Board to discuss options for funding for this facility.
       The council was in agreement that this is a valuable service to the community.

There being no further business, David Richey made a motion to adjourn.  Brent Moore seconded the motion.  Unanimous “aye”, motion carried.
