December 13, 2006 Council Meeting Minutes

                    The board of Council for the City of Central City, Kentucky met in regular session with Mayor Hugh W. Sweatt, Jr. presiding.
                    City Attorney Russell L. Croley was present.

                PRAYER:  David Rhoades

                COUNCIL MEMBERS PRESENT:  Elizabeth Ann Gentry, Mike Jenkins, Jim Koper, Jerry Mitchell, Joe Glenn Mitchell, David Richey,
                Barry Shaver, and Stan Spence.

                COUNCIL MEMBERS ABSENT:  None

                MINUTES: 
                November 8, 2005 Regular Meeting Minutes
                A motion to accept the regular meeting minutes was made by Jim Koper and was seconded by Jerry Mitchell.
                Unanimous "aye" motion carried.
                   
                 CORRESPONDENCE:  None

                 FINANCIAL REPORT: 
                 A motion to accept the November Financial Report was made by David Richey and was seconded by Stan Spence.
                 Unanimous "aye" motion carried.

                 DECEMBER BILLS TO BE PAID:
                 A motion to accept the December Bills was made by David Richey and was seconded by Barry Shaver.
                Unanimous "aye" motion carried.

                ADDITIONS/DELETIONS:
                A request from the Tourism Commission was added to the agenda as item #1 under new business.

                AGENDA:
                A motion to adopt the agenda as amended was made by David Richey and was seconded by Barry Shaver.
                Unanimous "aye" motion carried.

                COMMITTEE REPORT:
                1)  BUILDING INSPECTOR - There were 2 permits issued with a $167.00 rebate to the City.

                OLD BUSINESS: None

               NEW BUSINESS:
               1) Michael Goldston--Audit Report
             Michael Goldston presented the audit report for the fiscal year 2005-2006 to the City Council. He stated that the City of Central City
             was incompliance with the standard auditing procedures. Mr. Goldston offered a few suggestions to strengthen internal controls and facilitate
             the daily affairs. David Richey made a motion to accept the audit report and was seconded by Jerry Mitchell.
             Unanimous "aye" motion carried.

             1A)  Tourism Commission
            
The Tourism Committee made a request to the City Council to change the internal accounting procedure.  No action was taken.

             2)  Municipal Order #2006-13 And Resolution, A Municipal Order And Resolution Adopting And Approving The Executive Of A
             Municipal Road Aid Discretionary Bond Fund Agreement Between The City Of Central City, Kentucky, And The Commonwealth
             of Kentucky, Transportation Cabinet, Department of Intergovernmental Programs And Accepting All Streets Referred To Therein
             As Being Streets Which Are A Part Of The City Of Central City, Kentucky
            
City Attorney Russ Croley read Municipal Order #2006-13 And Resolution.  Joe Glenn Mitchell made a motion to accept Municipal Order
             #2006-13 And Resolution and was seconded by Mike Jenkins.  Unanimous "aye" motion carried.  

             3)  Executive Order #2006-05, Executive Order Appointing Water & Sewer Commissioner
             Mayor Hugh W. Sweatt, Jr. re-appointed Darrel Gentry to the Water & Sewer Commission.

             4)  Municipal Order #2006-14, A Municipal Order Approving A Nominee To The Municipal Waterworks Commission
            
City Attorney Russ Croley read Municipal Order #2006-14.  Stan Spence made a motion to accept Municipal Order
             #2006-14 and was seconded by Mike Jenkins.  Unanimous "aye" motion carried.

             5)  Executive Order #2006-06, Executive Order Appointing Water & Sewer Commissioner
            
Mayor Hugh W. Sweatt, Jr. appointed Kevin Reed to the Water & Sewer Commission.

             6)  Municipal Order #2006-15, A Municipal Order Approving a Nominee To The Municipal Waterworks Commission
            
City Attorney Russ Croley read Municipal Order #2006-15.  Jerry Mitchell made a motion to accept Municipal Order
             #2006-15 and was seconded by Jim Koper.  Unanimous "aye" motion carried.

             7) Executive Order #2006-07, An Executive Order Making Appointment To The City Of Central City Property
             Maintenance Code Enforcement Board
            
Mayor Hugh W. Sweatt, Jr. re-appointed Hope Reed to the City Of Central City Property Maintenance Code Enforcement Board.

             8)  Municipal Order #2006-16, A Municipal Order Approving An Appointment To The City Of Central City Property
            Maintenance Code Enforcement Board
            
City Attorney Russ Croley read Municipal Order #2006-16.  Stan Spence made a motion to accept Municipal Order #2006-16 and was
            seconded by Joe Glenn Mitchell. Unanimous "aye" motion carried.

             9)  Executive Order #2006-08, An Executive Order Appointing A Member Of The City Of Central City Housing Authority
            
Mayor Hugh W. Sweatt, Jr. re-appointed Clayton Reed as a member of the City of Central City Housing Authority.

             10)  Municipal Order #2006-17, A Municipal Order Approving Appointment of a Member Of The City Of Central City Housing
             Authority City Attorney Russ Croley read Municipal Order #2006-17.  Mike Jenkins made a motion to accept Municipal Order
             #2006-17 and was seconded by Joe Glenn Mitchell. Unanimous "aye" motion carried.   

             There being no further business, Stan Spence made a motion to adjourn.  Joe Glenn Mitchell seconded the motion.
             Unanimous "aye" motion carried.
